加拿大CTG集團總裁Ronald Thomson表示，過去一年他赴亞洲與中國大陸考察，發現台灣與亞洲各地方之影城，多數是舊廠房改裝而成，而全球製片導演需求已朝向建立3D攝影棚，花蓮洄瀾灣華萊塢也正建構專業之4K digital拍攝之3D數位影城，並請到曾為知名導演詹姆斯卡麥隆的電影「阿凡達」，製作全新數位3D攝影棚建築設計的全球知名Bastien and Associate公司，做攝影棚建築設計規劃。

台開集團去年宣布打造影視基地及全球娛樂中心，一年來除與瑞士WCP Media攜手結盟，建立全球雲端數位電影傳輸架構外，也認為花蓮洄瀾灣適合發展成專業影城4K digital拍攝之3D數位影城，讓美國與全球等製片導演都匯集到花蓮洄瀾灣拍攝電影。
